If the number is low, then you should not bother using that word, because there is no demand for it. Also compare the number of search results for a keyword against the number of searches. If the number of search results is way too high, you would also be wasting your time for that word.
As indicated above your keywords are of prime importance, so much that the words you choose should be apart of your URL address. Everyone has a different opinion about what keyword density and the number of keywords you should use. Test field your market and learn what works for you. Keywords should also be used in your title pages, image alt tags and especially in anchor text. Another helpful tool is a keyword density checker to check the density of a specific page.
Write articles on the same subject as your site and submit them to article sites that let you include a link back to your site. You need to establish quality backlinks to your site because they give it credibility. Read all the information about websites on Google, they are the master of information.
